How 28DIGITAL streamlined and scaled European payroll operations with Paybix

About 28DIGITAL

28DIGITAL is a pan-European multi-stakeholder open-innovation ecosystem focused on accelerating digital innovation, scaling startups, and developing digital talent across Europe.

As International Payroll Specialist, Nele Cuypers coordinates payroll operations across 11 European countries for approximately 100 employees.

The Challenge

Like many international organizations, 28DIGITAL was operating with a fragmented landscape of local payroll providers and disconnected systems across multiple countries.

This increasing complexity created several operational challenges:

  • high payroll administration costs,
  • limited workforce visibility,
  • fragmented employee and payroll data,
  • and inefficient cross-country payroll coordination.

When Nele joined 28DIGITAL in 2023, she received a clear objective: simplify international payroll operations while reducing overall costs and improving operational control.

At the same time, maintaining high-quality local payroll support remained essential.

The Solution

28DIGITAL selected Paybix because of its integrated technology-driven approach to international payroll operations.

Through the Paybix platform, 28DIGITAL was able to combine:

  • multi-country Core HR,
  • centralized payroll orchestration,
  • connected employee and payroll data,
  • and local payroll execution within one scalable ecosystem.

The platform enabled 28DIGITAL to streamline payroll operations across countries while significantly reducing operational complexity and overall payroll costs.

Importantly, the transition also allowed 28DIGITAL to replace both its previous HRIS environment and fragmented payroll setup with one integrated platform approach.

“After a long search for a solution to manage international payroll, I found the perfect match.”

A Phased European Rollout

Given the international scope and lean payroll organization, 28DIGITAL opted for a phased rollout approach across its European operations.

The implementation started with France and Greece, followed by Belgium, Germany, the Netherlands, and the remaining European countries throughout 2025.

This phased approach ensured continuous payroll quality while progressively standardizing and simplifying operations across the organization.

By the end of 2025, 28DIGITAL had successfully completed its European payroll transformation.

Driving Efficiency and Employee Experience

The transformation significantly reduced the manual effort required to coordinate payroll operations across multiple countries.

At the same time, the Paybix platform strengthened operational control, streamlined payroll data flows, and reduced compliance risk.

“The platform is clearly built by people who truly understand the needs of international payroll specialists.”

- Nele Cuypers, International Payroll Specialist, 28DIGITAL

The improvements extended beyond payroll operations alone.

Employees and managers now benefit from integrated self-service capabilities, allowing them to:

  • manage absences,
  • update personal information,
  • and streamline HR interactions through one connected platform experience.

Building for the Future

With its European payroll foundation now in place, 28DIGITAL continues to explore additional platform capabilities around:

  • AI,
  • analytics,
  • automation,
  • and further workforce optimization.

The partnership is live, the platform continues to evolve, and 28DIGITAL now benefits from a scalable European payroll ecosystem ready to support future growth.

“The platform is clearly built by people who truly understand the needs of international payroll specialists.” - Nele Cuypers, International Payroll Specialist
